If IPR goes above 14%, ICP pressure should easily go above 500 psi provided that the oil reservoir is full, the IPR valve is not stuck open, the high pressure pump is building pressure and there is not an injection control pressure leak between the high pressure pump and all of the injectors. 500 psi is needed to start. You can, however, see the duty cycle go up without the pressure rising. You need to monitor the ICP pressure and see how both readings compare.
It will pretty much stay the same while cranking since the rpm is remaining constant. It will spike when the engine starts.
What are your volts while cranking? Have changed the cam sensor? Are you getting sufficient fuel?
CONTINUOUS DTC P0603 IS SET WHEN THE PCM HAS LOST KAPWR (keep alive power)
Note: This code may have been caused by disconnecting the PCM or the batteries.
Possible causes:
Battery or PCM has been disconnected.
battery cables loose or poor connection.
battery discharged.
open in KAPWR circuit.
blown fuse.
PCM.
IDM Electronic Feedback (EF)
The IDM provides the EF output signal to the PCM to confirm that proper timing/duration of fuel delivery command signal (FDCS) was received. Additionally, the EF signal is used to send diagnostics of the IDM and injectors (electrical) to the PCM.

DIAGNOSTIC TROUBLE CODE (DTC) P1670 and P1668
DTC P1668 and P1670 indicates that a communication error has occurred between the PCM and the IDM.
Possible causes:
Open fuse
IDM relay
Open or shorted IDM enable circuit
Open/short in EF circuit
Open/short in FDCS circuit
IDM powering circuits
PCM
P0603 is also set if you use a programmer. When you load tunes or go back to stock, the programmer restarts the PCM much like you do your computer when loading software. After you switch tunes with a programmer, you should go back and erase codes as P0603 will always be present.
