The first time I ever saw something like this, was here, in Maryland.
Maryland State Police (MSP) and Prince George's County Police had a 'dispute' over 'jurisdiction'.
MSP wanted (and got) jurisdiction over "State Roads". PG County got jurisdiction over "County Roads".
During this dispute, I witnessed an MSP Trooper pull over a PG County Officer (in his cruiser) and put him in handcuffs!!!!
The charge. . . "Speeding in excess of 20 miles over the posted limit."
This was on Maryland Route 5/Branch Avenue at Maryland Route 223/Woodyard Road.
I think anyone hired during the late '90s to the very early 2000s in LE and several other professions is suspect. The unemployment rate was near 4% for a while there, and as a family friend put it, "...that 4%, (some) are the ones we should pay to stay at home.....")
This guy is 35 it says, so it's possible......
Just a thought based on a limited number of observations....
