If I have a 08 to 10 SD in Virginia, will it pass inspection if I remove the DPF and put a programmer on it?

As for the first question, no. The DPF and/or CAT are federally mandated not state mandated. Therefore it has to pass federal as well as state. If you remove the DPF/CAT prior to inspection, you will fail the inspection.

It's not supposed to pass. But that all depends upon how thorough the inspection station is and whether or not they follow the manual as they should. That said, even if it does pass, it's still a violation of code to remove it and can earn you a ticket.

I know it’s not legal. I’m more concerned with, do Diesels get plugged up to a OBD for inspection.
For the record, my current 09, has a gas V8. Consistently gets 15MPG (doing with a calculator).
I've never seen one get hooked up to OBD for inspection. In NOVA, there are areas where they do the sniffer test where they hook the probes up to your exhaust.
Here where I live they do not get plugged in, the next county over they do. Looking for any fault codes. In NY all gassers get plugged in, diesels don't. NOVA is the primary target with this because of the traffic congestion, the number of cars on the road, etc. Down here in the more rural areas, there is no smog testing, etc.
In NC they only plug in cars and light pickups. Anything over 8500 gross gets safety inspection only. No sniffer here anymore. My v10 has no cats and still passes.
Depends on the location and what's required for the inspection. Some areas just do a visual, others do visual and plug into the OBD port and still others just check to see if you have working headlights, brakes, blinkers, etc..
