Here are some photos of the "mystery hose". It appears to have at one point been connected to something, but I'll be damned if I can find anything to plug it into.

The connection to the gas tank. Please note there is only one hose coming out of the top (held on with a hose clamp), which goes into a "Y". One part of the "Y" leads off to the front of the truck. The "leg" of the "Y" travels backwards as the mystery hose.
Your carbon canister is located above the spare tire bracket. The hose probably routes to the canister so that vapors from the tank can be stored in the canister until the computer tells the to canister to route them back to the engine to be burned. Crank down your spare tire and look around the canister for the other end of your mystery hose.
Thanks for the info again.. Sadly, I'm not seeing anything over the spare.. no hose, no canister. The only thing I found was an electrical connection.. two wires with a small female end.
Oddly enough, I crawled under a couple 99 Rangers yesterday, and neither of them had that hose...
