Headlights get brighter as well as dash lights.
(scary bright this morning after normal bright for
about 4 miles)
Sometimes it flickers back and forth from
brighter to normal.
Long, long time ago I bought a new volt. reg. from AZ
or ADV and after a short while my battery went dead?
So i put OLD one back in and lived with it.
Do I need a better than AZ/ADV voltage reg. or
could this be something else?

I think the older electromechanical VR's are more prone to that behaviour than the newer solid state VR's, i'd check your headlights grounds first, as well as the VR's ground (it grounds directly to its mounting surface).
The replacement regulator could have been faulty. If they short internally, they will drain the battery. Try a different one.
The flickering headlights are a sign of a bad voltage regulator, or regulator grounding issue. Try running a jumper wire from one of the regulator mounting bolts to clean, unpainted metal on the engine (ground). If the problem goes away, the inner fender ground needs to be repaired. If not, replace the regulator.
