I'd say pump also, if it were the regulator the pressure "should" increase with the vacuum line disconnected.. It should go as high as the pump can produce, but it sounds like it does all the pump can do anyway.

And he's telling you the same thing this month. You are seeing the pressure rise and drop with varying vacuum so that would seem to indicate the FPR is still behaving as it should, so that leaves the punp as the only other cause.
