On to my next hurdle. Rear bulbs are flashing when hazard switch is on, front bulbs are not. Blinkers do not work at all and I do not hear the blinker relay when blinker switch is on, but I do hear it when flasher is on. Bulbs look good, I put meter on front harness with hazards on, no voltage. Where should I look first. Oh yea I checked all fuses found 4 that were blown and replaced, no help though. Thanks, Joe

Now that you have checked the fuses, have you checked those circuts to find out why they were blown? If not, do that next as well as checking the front bulbs. I'm pretty sure there are seperate flashers for the hazards and the turn signals and you might be missing one. There could also be a bad or missing relay.

The PO was probably trying to tap power for an acessory off wire jammed into the fuse slot. Sometimes this streches out the contacts in the fuse holder and the connection doesn't get made, so power doesn't get passed, but the fuse doesn't blow either. you might want to take a closer look to see if this isn't the problem.
And we'd appreciate knowing the make, model, and year of the vehicle you're asking about. Features, options, and wiring diagrams are not the same for all models.
In the meantime, remove the top cover off the steering column. Due to the tilt wheel movement, the connector for the multifunction switch will pull out if it's latch is broken off.

The MF switch controls the turn and hazard signals as well as the wipers, front and rear. If you were closer I'd loan you one of my spares. Alloro might be on the right track with the MF switch. They're not hard to replace, a couple or 3 screws on the shift collar just below the steering wheel and the a few screws retaining it in position.

Disconnect the battery ground cable
Remove the ignition switch lock cylinder
Insert the ignition key into the ignition switch lock cylinder and turn to the RUN position.
Insert a punch through the hole in the lower steering column shroud and push the ignition switch lock cylinder release tab while pulling out the ignition switch lock cylinder.
Twist the tilt wheel handle and shank (3F609) and remove.
Move gear selector to lowest position to access steering column opening cover.
Release the four clips and remove the steering column opening cover.
Remove the upper and lower steering column shrouds.
Remove the three screws.
Remove the lower steering column shroud.
Remove the upper steering column shroud.
Remove the multi function switch.Remove the two screws.
Disconnect the electrical connectors.
Remove the multi function switch.
When the battery (10655) is disconnected and reconnected, some abnormal drive symptoms may occur while the vehicle relearns its adaptive strategy. The vehicle may need to be driven 16 km (10 mi) or more to relearn the strategy.
To install, reverse the removal procedure.
Would the switch be the same from my navigator, could I use it to test with?
I doubt the switch is bad, I just think the connector pulled out of it. First check the connector by removing the top cover off the steering column. Then see if the connector pushes in. If you find the latch broken off the connector use a tye-wrap, duct tape, or whatever works for you (except glue) and find a way to secure the connector.
As to the MFS out of the Navigator, look up the part numbers at any online parts site for both models and see if they're the same. If they are then you can swap them.
