The '93-up cruise isn't vacuum-controlled; it's all electric, and controlled internally to the servo mounted by the driver's hood hinge. Older ones were vacuum-operated and controlled by a brain under the dash.

The PSOM was discontinued because of some electronic interference problems, but mine has always worked flawlessly (even coming from a junker). What's the microprocessor revision number in your PSOM? It's displayed if you hold the Reset button while you turn the key on. All the ones I have are 08, and they seem OK. If yours is lower, it might be the source. They're easy to change out.
