Hi, I am doing some work to a 94 explorer and Unwrapped a bunch of old black electrical tape off one part of the wire harness and at one side of it, it has a black wire that has been spliced on to a bare wire with out any coating on the harness it has a type of foil wrap around it and some sort of powdery coating on it ! Does anyone know why it would have this and what is the coating and what is it used for either a benefit or a danger to the actual wire loom??
I have never seen this type of electrical tape used before.

It's probably a ground wire, and connected to the foil for shielding some signal wires from noise. The powedery stuff may be adhesive that had dried up. You might want to simply replace it with some good quality e-tape, maybe from 3M. Is this for the TFI module?
