driver side valve cover... hole?

driver side valve cover... hole?

1998 E250 4.2

The rubber grommet like hole in the passenger side valve cover is for the PVC valve. My driver side had what seems to be the exact same grommet but nothing in it.

Should something be there?

Also a small tube extends from the bottom of the throttle body, perhaps the IAC. Does anyone know what it is and what if any thing I should do with it? Looks like it needs a vacuum line attached to it.

BTW, got P0136 and P1131 with P1151 now, after finishing my intake gaskets. I'm sure I've got some vacuum lines routed wrong or something like that.

Van does not idle good, stalls a lot. Once running seems 'ok'. I'm going to check grounds tomorrow and all the PCM connections especially grounds. Oil gauge needle goes nuts as the motor begins to stall.

If you are wondering how I got this so screwed up... the vacuum lines were falling apart and some just fell apart or fell from where they attached to the engine. I matched up the hose as best I could at the parts store and replaced all the rubber vacuum lines. And though I made tags from masking tape to remind me how to get it back together, the ones that came apart before I saw where they were connected are probably my trouble now. The van was not running good when I got it. Now it stalls at idle. Though runs good when driven.

At this point it seems that my PVC valve on the passenger side valve cover and crankcase vent tube on the driver side valve cover were not attached to anything on the end opposite the valve cover. My guess is that the PVC valve should be attached to the plastic tube that extends from the bottom of the throttle body and the vent tube gets attached to the port on the intake duct after the air filter and before the throttle body.
