Yes, beause it is used in many build applications.
The module is capable of many control functions so needs the program to address those functions as well as the support wiring and hardware.
For example if a truck does or does not have 4 wheel drive, power windows or not etc.

Where is the GEM located/how do you ID it?
Does the GEM control intermittent wiper speeds & interior lighting?
Would a good used GEM from same year/make/model be a direct fit, w/o "need to be programmed or flashed"?
