hi.. i have a 93 f150 in my shop with a 302 when u crank it up it runs rough and rich with a check engine light ...then it clears up and the check engine light goes off u drive a few miles and same thing ..... some times it runs great when u crank it up and no light u can tell when it is gonna run rough cause when u turn the key on the fuel pump stays on ...i have tested all the sensors the fuel pressure and for some reason the KOEO and the KOER test will not run and give me codes

In bold is the key item here. The PCM is bad. The fuel pumps should never stay on all the time with the key in the run position unless the engine is running. Your last statement about not being able to pull codes is another symptom pointing towards a bad computer.
Pull out the PCM, open it up. Look for signs of the capacitors leaking or burn marks. A very common problem on these trucks. Sometimes you can replace the capacitors if the damage from the leaking electrolyte is not too bad.
