It's by position. There should be an adjustment screw on the linkage of carb to set it to the correct position so it'll kick down. I love to pass people on a two lane, stomp it and it kicks down and gets super loud as I pass them!!

Yes there have been several threads, but honestly you just set it to you own preference anyway. It is done by bringing the flat head of that screw closer to or farther away from the part of the linkage that contacts it, as sutton said, but as for how much to adjust it, that's totally up to you.
If you want it to kick in sooner (like you want to be able to pass without flooring it allll the way), bring the head closer to the linkage that hits it. If you want it later (it kicks down eeevery time you give it a little gas) screw the screw in, towards the plate it threads into, away from the linkage that bumps it.
I was told it should be all the way back at the same time as the throttle is wide open. as for shifting early or late under normal driving that is controlled by the modulator on the back of the tranny it has a vacuum hose attached to it. The center can be screwed in for later shifting and out for sooner and softer usually...
