Fan Clutch

2003 2x4 Ranger 2.3 dohc 5 speed with air 133000 miles. When the engine is cold and the air temp is 80 degrees F should the fan blade stop moving 1 min or so after start up. Mine does. it will slow to the point of barely turning. It also has a factory electric fan that runs when the AC is on and I suppose it comes on if the engine gets hot enough. I all my years of auto work I have not seen this before I would assume this means the fan clutch is bad but was just wondering if anyone has observed this before. I do not have any overheating issues.

it should not slow that much , any noises when you turn the fan by hand or any wobble ? hows the water pump ?

I have ordered a new Motorcraft fan clutch. I will change it as soon a I can once it gets here. And Fyi the fan on the DOHC engines are not attached to the water pump they are just on and idler pulley.
