Plastic in fender

Inside my driver side fender is black plastic, like a trash bag with padding inside similar to what is under carpet. What the heck is that?

It's to quiet the engine noise, part of the federal noise emission reduction deal as I understand, but I guess it could be just for the consumer noise reduction?
