fuel system problems

I have a 1989 F250, 5.8 liter, with duel tanks. A couple of weeks ago I was driving my truck, and it started sputtering a died, It would turn over, but was not getting a gas. I replaced the fuel pump relay, tested the high pressure pump, and it was working. So I wired it to a toggle switch and my truck ran for a little bit. I was driving it later and it started sputtering like it wasn't getting enough gas. It eventually died. I waited a few minutes and started and it ran for a couple of blocks. I did that until I got almost home and then it would start again. That was two weeks ago, today I went out and it started and ran fine, I drove it around the block. Any suggestions? So far I have replaced fuel pump relay, rewired high pressure pump, and fuel filter. Was thinking about dropping the tank and testing the in tank pumps, I can't hear them kick on.
