Battery voltage...

What's the normal battery voltage on a Ford explorer 2007? Engine on I got 14.1dc
Engine off 12.96 and decreasing!!

As long as you're between 13.8 and 14.4 Vdc when the engine is running, the charging system is working. With the engine off, 12.96 Vdc is not bad, and depending how rapidly it is decreasing and what voltage it finally settles at, that doesn't seem bad. Your ECUs on the truck will not go in to standby mode for probably 15-45 minutes after you shut the engine off and close the doors, until that time the system will have a small load on it and continue to drop the battery voltage.

If you are concerned the battery is weak you'll want to monitor the battery voltage while trying to start the engine. If the battery voltage drops to less than 10.5 Vdc while the starter is engaged, you have a weak battery.
