I haven't looked into this much, but this seems to be a very big deal. Diesel regulations have cost this country billions, including lost jobs. Yet I hear nothing about it around here anyway. A simple google search of Hien Tran had me shaking my head in minutes. If this content isn't suitable for General Discussion I apologize.
California Air Resources Board (CARB). The governmental outfit in California responsible for all the emissions requirements. Since CARB is generally the most restrictive, and many states generally follow along with what CARB does. Most automakers just build to CARB specs to save having to deal with multiple emissions standards.

You are right...almost 4 billion dollars in health (respiratory) specific bills, almost 80% paid for by the taxpayer incluidng emergency transport, emergency room assessment and advance respiratory care...mostly for infants and geriatric.
Those lost jobs, you are right as well.....they were sold to the lowest overseas bidder on behalf of the bottom line......profits!
Just like Hershey...yup the all american chocolate bar...the new execs shut down the hershey Penn facility (except for the museum & corporate offices), sent all mfg to mexico (including the Ghiladary chocolate line)...and guess what...they saved $30 million dollars annually....guess what, 100% of thoe operational savings went for the top 5 executives bonuses!!!!
If you read the CARB laws about engine retrofit/replacement it will make you sick! It is already costing my company huge money!!! Now all refer trailers that operate or come into CA by road/train or ship must be ultra low emission! Final roll out is 2015 and you MUST be in 100% compliance! This is crazy!! DO you realize this state has gone so far as to restrict the sale of transmission fluid? No joke Mobil 1 ATF can no longer be sold in this state due to VOC content!! I really just have nothing more to say or I won't be able to sleep tonight!
ford390, yep, my brother who lives in Idaho and drives a truck had to buy a brand new refer for his trailer to continue driving to and from Cali. Total BS.

Its just a part of doing business and needs to be part of your business plan. The ports of LA, Long Beach & San Pedro, require all commercial vehicles to have 100% clean emission requirements...and the state government helped by funding the retrofit or total vehicle replacement. The smog laws for disels you speak of, while they are enforced by the state, they were set in place by the feds in 2005/6....., from legislation crafted in 2004, of which the ATA sat on the advisory committees along with the diesel mfg's and OEM's- with numerous notices published throughout the truckiing and heavy equipment industry.
My point is......
1. The degree of action is set by the Feds, write to your congressmen & senators who were promoted from your local communities, bringing the "communities value systems"
2. You have 4 years to prepare. Yes, nothing we like to do but, at least you have a chance to prepare, most of the new laws, there is only a fraction of that time given.
3. CARB is an advisory board- they are handed directives from our federal and state elected officials, they make recommendations to the state legislators who accept, modify and then approve their recommendations, then sent to the FEDs for their approval, then the state creates legislation and then placed into law.
The issues are brought about our elected officials in DC, these people come from our communities in every state- they stated as local politicans, then elected to county, then state then the fed level. They sit on committees, boards, etc and direct the states what they must do or more correctly stated, what they must achieve- how they do it is up to them to create and for these same boards to approve.
yes alot of stuff comes out of ca...but alot of it is initiated by the feds whose members are from communities other than Ca.
That's why there's a huge shipping port being built in Mexico or Panama(I cant remember which). That'll allow for most truckers to avoid CA all together.
That is tough to do when it is the largest economy in the nation and its larger than many countries.
California extends its influence over a lot of things, half of the human resources laws we have in this country come from California. I do agree California needs to take a page out of the Texas playbook and relax a bit before they totally run out of money!
CARB is a joke. Ca says that they need money and want to tax more. How about they delete CARB and then have the ability to hire about 7,000 new teachers or use the funds to try and chisel down the debt.
I listen to a guy in the mornings Brian Sussman and he talks about the damage CARB does on a consistent basis.

nothing personal here, but if you're going to go there, we have to consider the environmental/health damage caused by the manufacture of all these engines/trucks/other units, and judge the big picture. when doing so, i prius is more harmful than my diesel, even though the government would never admit it! IMHO, your statement is largely repeating the BS thats been fed to us all by the media.
indeed, pollution is harmful, but we must ask ourselves if the pollution caused by manufacturing a new power unit and running it until its pollution output reaches the gov't threshold is better or worse than continuing to run an older unit that fails the government regulations, does the increased output during operation really outweigh the cost of manufacturing the new unit
