Testing a pump on the bench really doesn't tell you if the pump is good or bad just that the motor runs. It needs to make enough pressure and do it with enough volume to feed all 10 injectors. I had a pump that would make static pressure but with engine running under load it would fall off. Did a volume check and the flow was low.
I’d check for a vacuum leak. It’s easy to knock a hose loose or crack one on our vintage truck while diagnosing a problem. I’ve been replacing vacuum hoses on mine lately because some of them are starting to crack and split. We have about the same truck. 99 V10 250+K miles.
Yes a motorcycle jack works great for dropping a fuel tank. I've used one for that a couple of times. Also works as a transmission jack.
