Fuse question
Which one is #3 again? 20A Cigar lighter? What cha got plugged into that?
The obvious answer is the amp load in that circuit is exceeding the safe limit. Keeps the Ex from getting toasty, melty hot.
Ya got a short somewhere in that circuit, see if you can trace the wire and track it down.

Some additional info to add to wpnaes post.....for 2002 up this is the c-pillar power point.
If you have a 99-01, it may be another.
