I belive they all did have covers but I could be wrong. You could pull out the glove box liner and see if there is scratch marks where the nuts whould have been on the studs out of the backside of the pad. Is there no holes at all on the top of the bare dash?

When I took mine off it left a residue of some of the foam. Are there any signs that a dash was once there? I think that's odd, but if it was a gov. vehicle, or something like that, then maybe. But I think by '70 federal safety regs. required a padded dash board. I know truck safety rules are different, but I know the cars had padded dashes by the early '60s or so (maybe earlier). Sometimes the truck regs. lag behind, so I don't know for sure. Just speculating.

The heavier fords (F450-up)with the f-series cabs from 67-79 used the 67-72 metal dash panel but these didn't have the holes on top. Make a good swap if you have the time.
