Some say yes and some say no. It couldnt hurt though, cleaner the better. And it doesnt drain when you change the oil, but when you start it up it will flow back with the rest of the oil anyway.
I wouldn't worry about it if I were you. It's part of the regular circulation, and you're putting 4 new gallons of oil in at every oil change. It just seems like a waste of time to me. I guess it couldn't hurt, though.
Don't worry about it unless you're worried about some kind of oil contamination for some reason. The HPOP oil comes from the crankcase and will "change itself" the first time you run the truck. The only reasons I see for changing it would be
1- You're worried about contamination for some reason (like running ATF instead of oil)
2- You are switching from conventional to synthetic
3- You're a big fan of PowerstrokeHelp.com
The HPOP res feeds the injectors which dump back onto the top of the heads and then drain into the crankcase. There is an oil port off the LowPOP (in the pan) that pumps oil back up into the HPOP res while the engine is running. There can be things that happen that allow the HPOP res to slowly run dry while the truck is sitting, or a low oil level in the pan can cause the HPOP res to go dry, which pretty much shuts down the engine.
But in so far as maintenance goes, there isn't really any need to drain it when you do an oil change.
The PowerstrokeHelp.com reference is just a poke at our buddy Bill who spins all kinds of tails about what needs to be done "to maintain the structural integrity of your Powerstroke engine". He used to advocate changing the HPOP oil, saying it was necessary, but it's really a waste of time.
It's not a stupid question though since there is some guy with a ton of YouTube videos who talks like he knows what he is talking about advocating it. It's just that once you understand how the system works, you realize it isn't really necessary unless you want every last drop of oil out of the engine.

Phil- yes my avatar is my new truck. 97 with a 5 speed in it. I found it in the Seattle area on Craigslist and paid a pretty penny for it.

That's a good one! A thread on this subject a few years back someone said, why don't you take your motor apart on every oil change, you can get a couple more quarts out of it thats in all the little spots.
