Cowl vent panel replacement?

Cowl vent panel replacement?
I've got an '03 Escape and the rubber on the cowl panel that presses up against the windshield is rotten. I had the windshield replaced this morning and that rubber just fell apart.
Are they all like this or should I be safe getting one from a junk yard and replacing it?
