Ohh. Well in most urban areas and even a lot of rural areas of CA ambulance companies use paramedics. Most EMTs are forced to do IFT (inter-facility transfers) if they can find a job. Also, the whole public service industry is highly competitive. Lots of people wanting jobs and government cutbacks. Because of that the standards to join are getting higher. My dad became a firefighter 15+/- years ago with a bachelors in business, and a 2 felonies (white collar financial "crimes".. related to the housing market crash.. long story) and got hired when he got out. His only experience was working on an inmate fire crew.
Now days you need at least a Fire Science degree (for the FD), and the EMS field is moving towards mandatory AAs also, but its hard to get hired without one now anyway. And you CANNOT have a criminal history. At my EMT school you were rejected if you had even one misdemeanor in the last 7 years. I am a declared Paramedic Studies major, and will get my Paramedic cert in 1-2 years along with my AS in Paramedic Studies and a second AS in Fire Science a year or so later. In 5-10 years I will get a BS in Fire Administration.
