I've been using this process for many years cleaning antique Ford tractor parts and anything else that needs de-rusting. I have found Tri Sodium Phosphate works great as the mix. A good strong mixture will remove paint, rust all the nasties that collect on iron. Very important to use something like Ospho or other rust converter as the clean piece will flash rust very quickly when removed from the E tank. Size of the part to be cleaned is limited only by your imagination. I use a kiddy wading pool for large items like tractor wheels. I've known folks to build a wooden frame and use heavy duty poly as a liner. The more amperage you can run the quicker it will work.
Set up where there is lots of ventilation. I sometimes set the power source inside the shop and run the leads outside if the weather is bad and let her 'cook'. Google will yield lots of reading on the subject.
