Fuel Vent Problem

Its been a VERY long time, almost a year since I posted here. I have read up on this question, but haven't drawn a definite conclusion.

When I fuel up, the tanks act like they aren't venting properly, gas spills back out. Its getting harder and harder to fill up. Does anyone know exactly what needs to be fixed? If its the charcoal vent thingy, I want to take all emissions off of my truck, so if there's an easy fix for that, please let me know how or point me to a DIY page.

Thanks for everyone's help, I'm probably not going to be able to get back on the computer until Friday night, long, long job hours.

1993 F150 351, E4OD, 4x4.
