If it's badly rusted and you can easily perforate it it would be best to cut it out and weld in new material. Your laws may require this (welding vs screwing panels) in order to pass a safety inspection prior to selling.

the cab corners are rough too..
dont really want to do a cab swap.

replacement panel and cab corners available at most auto supply or online at places like lmc make it a lot easier .
