My ground cable shorted out burned the small wire grounded to the frame. Noe my engine is running like a POS won't idle and NO power. I'm wondering if I may have blown the EEM module or the computer. How do I test the EEM it has two holes on either side says TEST

So can we assume that you fixed the ground problem and all the electrical connections now work as they should?
There are a bunch of failure modes for the PCM. One, it will run the fuel pumps continuously. Two, it won't light up the CEL light. Three, it won't let you pull codes. If your PCM doesn't do any of those, it's probably fine.
