fuel problem

fuel problem
I have a 1988 f150 the engine turns over no fuel at rail when you turn key you hear a click not a hum is that the fuel pump or the relay

Could be the Inertia switch. Have pushed the button down on top of it to reset it?
Could also be an open fuse link.
