Where is it broken? Is it on something that heat won't hurt and are you a good welder ? If so you may be able to weld a nut on it and the heat may help it break loose when you put a wrench back to it.You can drill in to it with a smaller hole and use a easy out tool,i did one the other day that way. I don't know anything about the tool you showed on ebay.

like what jim said about heating it up maybe if you have enough sticking out get a pair of vise grips and clamp down hard on it and try turning it out

With that much sticking out you should be able to get it by welding a nut on and soaking. I threw away every EZ out in my garage. If you break it off you're screwed. If I can't get a bolt out, I'll drill and retap the hole.

If you can get a drill in there, try using a left hand drill bit and an easy out. I've had really good luck using that system, and if it doesn't work, you've already started drilling it out so you can re-tap it!

I'm always extracting broken bolts where I work. If you can drill it, I like the suggestion of the left hand drill bit and extractor. Use a good one or you might be in more trouble if you break the extractor.

I never have any luck with the weld trip, so before you get a mess of welding rod or wire gobbed on the broke off end, just center punch it and start drilling with a good set of bits.

Step up in bit sizes till you are all most at the bolt original diameter, then try a good easy out to remove the rest of the threads.

But if you buy a cheap one and it breaks off in there you will regret it, trust me on that call. So just step drill it then retap, if that does not work you can use a heli-coil if the tap part fails.

If the bolt is 9/16 there is a certain size drill bit to work up to, then a corresponding tap size. A little google research will get you the correct sizes to use.

Atleast its not a exhaust manifold bolt.....

Your best bet, I think, with an easy out. Is to buy one that is good good quality. to be honest the best ones that I have used and bought were from carquest and harbor frieght. I have had one from snap on and the other tool trucks but they always broke and cost more to replace one or two then it is to buy a large pro set from the cheaper guys. Also didnt see this one suggested. If you got like 1/4 to 1/2 inch sticking out? get some vise grips and get the tightest bit and spray with P B blaster or such and wrench the F'er out. Good luck
