The claims he points out are outrageous. Don't waste your money there. You're better off looking into a hand held tuner with custom tunes.
Run some searches on here for "SCT X3" from 5 Star Tuning and "Gryphon" from Power Hungry Performance.

Simple answer: Cost and warranty.
Ford's not going to spend one dime more that adds 25hp and gets them 5 percentage points more in warrantys. (Unless the competition adds power to their truck). CBA - Cost benefit analysis.

Car manufacturer's face tremendous pressure from the EPA (CAFE standards). Ford (and every other manufacturer) would LEAP at the chance to improve MPG for the cost of a $0.10 resistor.
