Thats what I do and agree with, max tire pressure, cold air intake and a high flowing muffler... add very light foot pressure to the pedal, pray hard enough and you might get as good as 14mpg on the highway. I get 13.... thats it.
As far as extra power, CAI, headers, y-pipe, throttle body, may add about 30-35 hp.
May not be worth the cost to you. You may get about 1-2 mpg increase at best!
Super charger (whipple) with all mentioned above will get you about 100 hp on the V10, but now your looking at huge dollars. (Very hard to come by)
Don't know what gears your running, but this makes a huge difference in your get up and go range! (zero to 60)... But will bring down highway mpg.
I would think with 37" tires you would need at least 4.56's.
Saving gas on the Ex, drive slow! Very hard to do if you modify with all the goodies.
I have to be very careful what add ons I do as it is registered in sunny communifornia but I can get emissions legal muffler and air box eliminator. As far as chip I believe the stock chip can be reinstalled easily at smog time.
