Hi

Sounds like your block heater cord.

If it is the block heater cable, which by the way does have a red end at the heater end, it plugs into the block heater in the side of the block and the end you found by the headlight goes out through the bumper where you can plug it into an extension cord. If it was cut and you need to use a block heater I would buy a new one. They don't cost much and you can get them at an auto parts store in just about any length you need. If you live where you don't need a block heater I wouldn't worry about it.

The 240/120 Volt/1800W electronic converters cost about $20 in US.

LOL I was thinking the same thing, but I didn't know how high the wattage went on them. We have a small one we use when traveling to europe.

Yes, but the this wasn't made from a professional because the plug was cutting, but not the cable so the cable hang down and polish the floor ???
