OK, so I am on my 3rd fuel pump in 2 months. The first was an Ebay "rebuilt" unit that lasted 10 days. It started ticking and had very low volume of fuel. Replaced that with an NOS Ford rebuilt, that also only lasted a week with low fuel volume. I am on my 3rd pump now, a brand new Airtex.
When I installed it and cranked the motor over for the first time, the inline filter filled about half way. (Prior pumps only produced enough fuel to the inline to barely cover the base of the filter).
However, after about 20 minutes of running the engine, the fuel to the inline was again only covering the base of the filter. Thus starving for fuel.
Now before the pump I have a 5/16 line going to a clear inline filter, then to the pump. Someone just told me to remove the inline and just run straight fuel line to the pump because the pump can't pull fuel through the inline filter.
I had a problem like this once a long time ago. I found a small hole in a section of hose before the pump. It was sucking air into the system causing it to "starve for fuel" I also thought I may have had a bad pump and changed it because it does not make much sense to have a hole in a fuel line that didnt leak. I found it when it got bad enough to leak. Remember, there is not much pressure between the tank and pump. This may not be the problem you are having, but it is something to verify is not a problem with all of your fuel pump woes so far.
