98 navigator a/c issue

Hello i got a couple of questions i got a 98 lincoln navigator just replaced the blend door with the one from heatertreater.net when i took the truck all apart with the actuator connected to the harness i turned on the max a/c on and seen the actuator physically move now that i installed the the new door i put the actuator back on turned on the a/c and adjusted the temperature to test the fix and to make sure that the door was opening and closing like it's suppose to but to my surprice no movement of the blend door whats so ever took it back down and tested the actuator with a 9v battery and it seems the the actual actuator (motor) is working fine i tested the terminals at the harness and it looks like all the cables have the correct voltage but it wont work with the actual harness from the truck any advice anyone please help this is getting really frustrating. i also tried doing the self diagnostic on the a/c unit by pressing OFF and FLOOR at the same time and with in 2 seconds the AUTOMATIC to retreave the eatc code that can guide me to the fault but it wont work am i doing something wrong? is there another way of self diagnosing the system? HELP HELP HELP HELP IM GETTING REALLY FRUSTRATED!!!!
