sounds like there is a def electrical short. all the stuff you describe screams electric. start tracing wires and look 4 signs. def seems as though a mouse or something has chewed through somewhere
Wow, you ran everything togather in one sentence!
Hope you don't talk a streek like that.
My advice is to get a Haynes service book on 97 to 2003 trucks and use the electrical drawings in chapter 12 to trouble shoot your issues.
For example, the head light system is on page 12-23.
The turn signal etc on page 12-24.
Interior lighting on page 12-27.
The start issue involves the transmission selector, foot brake switch, fuse etc to release the shift lever.
Sounds like you got someone elses mess.
We could not be expected to work you through so many issues with any due speed.
You have to get the book and start to investigate each issue clearing one at a time.
The drawings are clearly marked well enough that all you have to do is read and follow lead lines and use logic.
If you don't have a copy of the user Manuel, down load the 2 fuse box locations one in the engine bay and one under the dash with there fuse layouts, from the Motorcraft website for your year
Best I can do for you at the moment.
Just think how good you will feel after finding the first fault!
Good luck.
