I think what you need is certification by the AAA (American Automobile Association), and they aren't likely to do that unless you are 1) here and 2) a member. They can do title transfers and such in some states here, for members.
If you have a copy of the title, you can easily get a Duplicate title from whatever state issued it for a nominal fee, then have the seller (or the listed owner) sign it over to you.
