Can't say I've ever seen a Citroen Saxo, or even know what one is. I think the last Citroen I've seen in real life was one of these goofy cars.
And I can't remember for sure when the last time a French anything was imported to the states. It must have been a Reanult back in the mid 80's, when they were partnered with AMC.

Citroen ID19, early '70's model with rubber bumperettes and single headlamps. Introduced in 1955, first vehicle in the world to come with radial tires invented by Michelin who owned Citroen back then.
Has FWD, 4-on-the-tree without a clutch pedal. When you move the shift lever it also acts as the clutch. Also has air/oil hydropneumatic suspension that works in conjunction with the P/S system.
There's a lever on the drivers side kick panel that can raise it 12" high, or lower it so the rocker panels are only 2" from the ground. Comes in handy when changing a tire. The hole in the rocker panel is for the jack.
Remove a rear wheel, then drive the puppy from Bellingham WA to Key West FL without a care in the world. The suspension keeps the rear end level.
I removed a rear wheel, then drove a Citroen ID19 station wagon into a Mustang resto shop that I sold parts to, parked it in the service driveway, then walked away.
First one guy noticed it, before too long everyone else did...they crowded around wondering...what the hell?!
This wagon was the 'chase parts' car for Citroen Cars Inc., the West Coast Distributor located in Culver City CA. I borrowed it from my dad (he was the distributor) just to prank the guys at the Mustang shop.
Citroen purchased by Peugeot, hasn't been imported since the 1980's, neither (thank gawd) have Peugeots. My dad said the frogs never understood the US market, were a PITA to deal with.
btw: Electric P/S pumps can be found on a wide variety of US cars. I read something recently that Ford is gonna to use it on an upcoming F150.

I think the Chevy Volt has an electric pump as do several Toyota/Scions.

Ford is already using the electric power assisted steering (EPAS) and has been since the 2011 model year.
In fact my company hasnt been able to install plows on f150's since 2010 due to the electric assisted steering.

Sounds like their system would not be very adaptable to other vehicles. Let me rephrase my statement above: I don't know any electric power steering pump that can replace an engine driven pump. A proprietary system doesn't count since it's components are not adaptable.

2004/08 Saturn Vue V6 has an electric P/S pump and since the engine/transaxle was sourced from Honda, I suspect some Honda V6's have an electric P/S pump. Earlier Vue's used the GM 3.4L V6, a gutless gas guzzling terd.
