It isn't a breather cap, really, it is to let air IN, so vapors can be swept out by the draft tube/PCV.
that's what I read about in manual last night...any ideas on what to do next?? when I get home from work I can take better pictures of the ends of the "PVC" set up...maybe give you a little bit more info. Thanks for all the help. I am trying to get this fixed, if possible, before I do any more damage to motor.
I'd just take it off the motor, clean it and see what all is in the part that attaches to the block. It would be easy to splice an inline PCV into the hose if there isn't one already. Soak the filler cap in solvent to clean the horsehair inside.

Check with your emissions testing stations to see if that will comply... Many of the rest of us are busy adding PCV for its many benefits, not the least of which is cleaner air.
no smog here in CA for 1973 and older vehicles. This truck will never see another test station...

so in pics you can see the draft tube/PCV valve that came off block...and pic where PO blocked hose with brass plug?? I put on new hose and let her warm all the way up and went for 5 mile drive...no smoke from exhaust to speak of. I don't think I am all the way out of the woods, but hopefully. Seems to have better throttle response and power as well. No blow by from top of bottom as before. Should I check compression to make sure rings are not bad?

Did the brass plug have a hole drilled in it? That other piece at the draft tube connection does look like an early PCV, soak it well. It should have loose parts inside, and a spring. It may come apart for cleaning.
No hole in brass plug...I shook the old style PCV valve and I could hear it moving back and forth...
