cold start problem

The problem I'm having is only when the truck is cold, first thing in the morning or anytime it sits for about an hour. When I turn the key to the on position the fuel pump does not kick on, wont start just cranks. But it i sit there with the key on for roughly a minute or two the fuel pump will kick on and the truck fires right up. Now one the truck starts that first time even if you shut it right back off the fuel pump will turn on as soon as the key goes from the off to the on position. I've checked everything and i'm still puzzled.
