99 f250 timing

99 f250 timing
99 5.4l f250 recently just finished replacing both head on my truck..also a little vibration in motor when running, and slightly lack of power..there is no rattle or knocking noise ....so here is my question..could my cam gear be off by one tooth and see these results? what else could it be?
*note all ignition coils, spark plugs are new so its not just misfiring

after checking all cop connections and finding everything ok...i pulled everything off finding driver side cam position probably around 1230 not quite at 1 o'clock...only thing i can quess is that when engaging chain tensioner it pulled the cam off time....
*while it was running it sounded like intake had air being pushed into it instead of pulled
