There is a security question. The Ford book indicates some kind of interface with the Central Security Module. I don't know if this would prevent starting with the new cluster, but it might.
They may also have an interlock to prevent you from indicating a lower mileage. I talked to a dealer parts department and he said when they replace one they have to send in the vin and current mileage.
I've seen these for sale on eBay if you want to chance it. Let me know if you are successful.
