engine surge while AC is running

engine surge while AC is running
I have a 2001 F150. Whenever I am running the AC and I am at a stop light, the idle surges up and down. When I try to take off it hesitates for a second. I recently changed the plugs and cleaned the air filter.. What could be causing this?
