A functioning catalytic converter will hide some oil consumption. Do not rule out you are burning oil
You can't tell if you have coolant in your oil by looking at it. A more reliable test is to put a drop of oil on a hot exhaust manifold and listen. If it sizzles, there is coolant. Also, an emissions tester sniffing for combustion byproduct in the radiator is another reliable test.
Lastly, when is the last time the PCV valve was replaced?

I also noticed I'm getting more condensation from the exhaust and it's more a carbon color condensation now.
You could try replacing the pcv valve. What oil (type and weight) and oil filter are you using? Also how many miles do you put on in 1 month? Could send an oil sample off to Blackstone for a UOA which will tell you if there is a ny coolant, excess carbon, fuel and etc in the oil.
I was thinking maybe burnt piston rings and it was blowing by, I'm not really sure at this point.

I see your located about 35minutes from me.
The 5w-30 Rotella is fine. Your 99' originally speced 5w-30. As for the Fram oil filter they are junk, especially the cheapo orange filters which do not have the silicone anti-drainback valve the modular motors (4.6l, 5.4l and 6.8l) require. Use a Motorcraft Fl-820S oil filter, it is the proper filter with the silicone valve and only costs like 20 cents more at wally world than the cheapo orange Fram. If you are getting blowby a UOA and/or a leakdown test would confirm.
Sounds like your PCV valve needs replaced. Get a Motorcraft replacement PCV from a Ford dealer online. Inspect the hose going from the PCV valve to engine and make sure it is in good shape. Also inspect all hoses hooked up to the intake for any cracks.
Post a picture if you can of the vaccum lines. We can help you figure out where they go. An intake leak can have negative effect on your fuel mileage.

I'll try to get a picture tonight, it decided to downpour while I was trying to get things back in order. I've also notices a whistle when I accelerate, it honestly sounds like a turbo whistle that I can't figure out where it's coming from.
Does the air box pull that much air?

Yes, they do work together. The valve is just a dumb valve. The control solenoid tells it when to open and close.
