Is PA 1 of those 15 states it is standard, and when did it become standard? My 2008 V10 purchased in PA does not have one and a 2007 5.4 I had also did not have one? Was it standard or an option? Oh well the truck lives in Florida now so no need for a heater.

Yup. Are you positive its not there though? The plug is hidden really well on some trucks. On your 7.3, look for an orange cord near the oil filter (post #6 here https://www.ford-trucks.com/forums/9...-location.html ). If you see that, you have the cord already. If you end up getting a cord, try ebay or the international dealer. Both of those options are cheaper then ford.
