leaking IP

in my 87 E350 with a 6.9, its been leaking fuel since i bought it a couple months ago. its enough that i can follow my oily streak across a wet parking lot after a park the truck.
also, after sitting overnight, it will often start for a second or two, then stall and be difficult to restart (a few minutes of cranking). various people on here all said "return lines", however, i inspected them and all the injectors and return lines between them are dry, but the pump is wet. since thats the whole pump, i haven't been able to pinpoint where on the pump its coming from.
would i do well to wash the pump and everything in carb cleaner and try to pinpoint where its leaking from, or to assume that the pump needs to be replaced and just bite the bullet? either way, i know the repair will pay for itself, i just don't have much time to throw at it right now.

I think look for the cleanest spot on the IP, that will be where the fuel is coming from.

Yes clean it up and find where........ are you sure it is a 6.9 IP the 7.3 IP has the front seal drain hole under the IP thus fuel runs back across the valley pan then down the back of the engine/bell housing.

Sounds like the 6.9 pump then, the fuel gets down onto the front crossmember of the frame, or at least thats whats indicated by the clean area on the crossmember. Last time I had the inside hood open there was no hints of fuel on anything back there, but from the front you can clearly see the ip is wet. I guess I'll clean it up when install my glow plugs in the next day or two and see what I find

Do the return lines and o-rings first. Cheap to do, and even if they look dry, they can be leaking. The starting issue you are having is air intrusion.

Don't know about the vans, but the 6.9's in the trucks had a water separator that was also known to leak and allow air into the system.
