have you checked the emergency brakes lately? they contain springs that would have an impact on the E-brake pedal not returning. i had the same issue- i recently replaced mine as the shoes had no material left, and were neglected for some time. i also replaced the spring kit as well. better than new....
You are going to really laugh at this. My wife spent 1200 bucks doing all disk brakes and rotors at a shop up north and the shop said he fixed the park brake. The pads, springs are all supposed to be new.
I was 800 miles south at the time and ,of course, the mechanic was not an FTE member..

I do believe you are correct about the release sticking. Also, the mechanic had the adjuster set out very tight. I had the ebrake on a couple of days ago and it only partly released. I found out after nearly burning my hand touching the wheel later. I just set the adjustment on that side so loose that it will not hold if the brake is set.
