Check the Vehicle Speed Sensor in the rear differential. Disconnect it, remove it, wipe it off (no cleaner or anything, just a rag or paper towel), reinstall it and reconnect the wires.
I think your other post stated this truck has 270K miles, right? If so, you might want to just replace it so you know it's good.
Another thought...you stated in the other post your batteries were dead and you had to jump-start the truck. I suggest replacing the batteries. If the batteries are dead, worn out, or suspect in any way, electrical troubleshooting will be pointless until the system has full juice available.
First, NEW BATTERIES then do the electrical troubleshooting. Make sure the battery cable ends are clean and secure.
You're not getting any codes, which is strange, because the flashing OD light means a code has been stored in memory.
Take care of the battery issue. Once that's done, you'll hafta start all over with the troubleshooting process.

I was having a similar problem. I replaced the VSS then I replaced the pigtail to the VSS once and that seemed to clear it up for a while then it was acting up again so I thought that maybe I messed the pig tail up or something so I went to work on it again and I started to split the plastic loom up to expose the wire and make some more room to work when I discovered by accident that one of the wires must have had some cracked insulation or something becuase it was all corroded and wrecked so replaced that chunk and the problem was solved. I imagine I put a VSS and pigtail in for nothing.
So my suggestion to look for a wiring problem would be to start at the rear and work forward, but that is only based on my one experience.

FWIW, the 96 service CD, in the speedo inoperative pinpoint tests section, starts with the question "Does the ABS light go out after Self-Test?". If NO (your case), it refers you to the ABS section. Giving that a quick fly-thru suggests NELSTONE74's situation - either a bad sensor i the back (& its wiring) or the connection between the ABS controller and the PSOM is open.

Having already torn apart a few times to trace wires for a variety of reasons, along with other suggestions on here is the fact that the speedometer for the A/T seems to be an electronic concern ,possibly in the harness somewhere. Also having an extra cluster that has almost the same mileage when i tested my 92k cluster versus the 300k cluster the tach on the higher mileage was worn out and not function.Perhaps the tach and speedo could be two different items.I also have the ABS light out and after reading about defective ABS sensors i simply unplugged the ABS module behind the glovebox. Not sure if the ABS functions or not although not really a concern.just a suggestion and hope this offers some insight as electrical in the dash can be mind bending.
i replaced my instrument cluster and now have speedometer and odometer,
but i dont know about the vss yet. my abs light is on. any suggestions
or should i replace speed sensor

VSS is an inexpensive part. You might as well replace it, because it could be the source of your difficulty. I got mine for a little over $20, if I remember correctly. You can get them from RockAuto if you don't mind waiting for shipping.

It's worth noting that Snap-On code readers are expensive, but I believe most mechanics have them, and most of them in my area offer free diagnostics. Good luck with your problem and I hope you work it out alright.
