Break peddle spongy

My break peddle is spongy the confusing part its spongy about 50% of the time. I have replaced the master cylinder and bleed the break lines. That did not change anything. The peddle will be spongy at highway speeds or just crawling. Is my problem be the power steering pump? My pump has made noise when I was parking a trailer having to turn when I did not have much forward or backward motion.

I know the pump is a hydrostatic pump for the breaks also. So could the pump be giving me the problems I am having

i would say sp, flush it and fill with new ATF.

I know this is really petty but. Your BRAKE peddle is what stops you before you run into something and BREAK it.
