IMO the shackle, torsion twist and 31" tires would be the way to go.

The 4" lift is costly no matter what. If you can get it for close to $1,000 then don't hesitate. It's normally double that.
Like the previous post said, TT and shackles and you'll clear 31"s for sure, and some narrow 32"s. If you go with those plus add on a body lift, then you'll easily clear 33"s. Much bigger than a 33" and your drivetrain won't be very pleased with the changes you've made.
